There is a new movie on the way but I doubt they are at the stage where they are making final masks for the actors. I could be wrong though.
This really looks like the very original Ninja Turtles drawings that Kevin Eastman and Peter Laird drew before deciding to turn the idea into a comic. I can not imagine the entire movie looking like that but maybe they would look like this as children while still mutating as they age.
